The City Council has consolidated the administrative simplification thanks to the responsible use and prior notices regulation for construction works and the exercise of activities.
On the 1st of January, 2012 the governing team launched the comprehensive support office, Te-Crea, where several services and processes from the City Council and other Public Administrations were implemented, thus avoiding commuting between Administrations and different municipal departments.

With the approval of Order 1/2017 (Instrucción 1/2017), a pioneer in the Principality of Asturias, for the processing of construction works licenses and the exercise of activities, the City Council is advancing forward in the road to administrative simplification, promoting the use of responsible declarations and prior notices that allow the beginning of a construction work or an activity without the need for emitting a previous license. With this order, in effect from July 8th, previous controls are reduced, facilitating the implementation of activities and favouring business initiatives without sacrificing their control and audit authority, which is carried out later on, thus minimizing the administrative burdens and barriers related to the processing and their speed.

To inform about the main novelties regarding the management of construction works and activities in the municipality, the City Council carried out two informative sessions, which 200 people attended. The sessions showed the presentation process for applications and receiving notices, as well as suggestions from the attendees to improve the service. The next session will present the adopted measures in response to the previous suggestions which allow a continuous improvement to take place regarding the active collaboration procedures of the target groups.

We want to highlight the follow-up and change-management work being done internally, for the municipal technicians and administrative staff, as well as externally for the different operators asking for help and clarifications. It is another step forward in the municipal administration’s modernization process thanks to the intensive use of e-administration tool, open government and transparency.

Ever since the implementation of the Te-Crea Order on July 8th, 3,777 applications were received. 1907 (50%) were presented electronically. The offices with the highest affluence were the Antiguo Hogar building (14%) and the municipal Pescadería (11%). We have observed an increase in the register of the Antiguo Hogar, where the urbanism head office is located, maybe due to the previous information enquiries motivated by the normative exchange.

Analyzing the theme of the applications, 1,618 (43%) have been affidavits. It has experienced a great growth in their use after approving the Te-Crea Order, which has increased the use of this construct in 30%. Minor construction works were 22%. The use of the prior notice has also increased from 2% in the first semester to 8% ever since the Order took effect.Regarding the type of person presenting the application we have determined that 2,196 (58%) were done physically in contrast to the 1,581 presented by companies or entities without legal personality (42%), obligated to interact electronically since the Law 39/2015 (Ley 39/2015)about common administrative processes in Public Administrations took effect.

To facilitate the use of the e-services and the management of the construction works and other activities in Gijón/Xixón, in accordance with the aforementioned Law, it has been approved the use of specific electronic services and normalized application forms for the presentation of the applications. Another step has been taken to facilitate and speed up the administrative management by approving an agreement from which so far 9 professional bodies benefit from, collaboration agreements for their members, more than 6,000 in total, can present an affidavit as an accreditation document of the representation. The agreement is open to other professional bodies and associations, and there are currently another 5 being worked on.

Aside from licenses and authorizations in the Te-Crea Office, there are also consulting services offered to create business projects.

During 2017, 933 business projects were addressed, from which 119 were finally constituted as a legal entity. Moreover, the services offered this year were increased so the entity’s termination could be processed at the Te-Crea office (9 terminations were addressed during this period). Out of all the created companies, 94 did so as sole proprietors and the other 25 as private limited companies.

To sum it up, Te-Crea’s launch has become an example of administrative simplification, aiming at improving public services, speeding up the processes to carry out the works and the exercise of activities in Gijón, with the savings in time and money it entails for the citizens and the City Council, who are empowered by the use of electronic media.

Similarly, we want to thank the professional bodies and associations for their constant contributions to improve services and their predisposition to sign the collaboration agreements that have enabled us to simplify even more the administrative burden with the use of affidavits presented by their members. The City Council’s compromise is to continue with this collaboration which results beneficial for the public services, and thus, for the citizens lives in Gijón/Xixón.
